Richard J. Reagan, from Fordham University, New York, presents some suggestions. The second case rekindles past deep tensions in the Balkans that were degenerated in the Kosovo Conflict (1996-1999), its atrocities and inter-ethnic violence (2004-2006). What can be the consequences, not only in Serbia but also around the world, of its recent declaration of independence (February 17th 2008)?
